Job Description
Sardar Patel University of Police, Security and Criminal Justice, Jodhpur is established by an Act passed by State Legislature, Government of Rajasthan. Centre for Child Protection (CCP) of the Sardar Patel Police University, Government of Rajasthan was established with the mandate to be that coordinating link between different departments working for and with the children for creating and promoting just, protective and enabling environment for children, in partnership with the various child rights actors. There is an opening in the Centre for Child Protection. Centre requires one full time Consultant- Research to carry out a survey/ research study.

About Centre for Child Protection
To affirm Rajasthan Government’s Commitment towards adopting a rights-based approach to
address the continuing and emerging challenges in the situation of children, the Sardar Patel University of Police, Security and Criminal Justice (SPUP), established Centre for Child Protection (CCP) in the year 2015. CCP was instituted with the mandate to strengthen preventive and protective child protection systems as its core area of work and to be the coordinating link between different departments working for and with the children for creating and promoting just, protective and enabling environment for children, in partnership with the various child rights actors. As a centre of excellence on study, research and capacity building on child protection, CCP, Jaipur, Rajasthan, has made significant step forward towards its vision and mission for children.
The efforts for child protection in our country are in a nascent stage with poor understanding about the child protection issue among stakeholders. There are very few child protection specialized agencies existent in country that can lead on building the capacity of government officials and civil societies working in the area of Child Protection. Currently there are very fewer – academic courses in any university and colleges across country that creates professionals with knowledge and expertise in child protection. None of the social science colleges and university teaches child protection as subject in any ways while child protection programming and its implementation would need huge number of professionals skilled in various aspects of child protection issues resulted into huge dearth of people with right set of knowledge, attitude and skills in the area of child protection. As per the estimate more than 8.2 million stakeholders at different level in country and 1.1 Million stakeholders in Rajasthan required training and support in addressing the child protection issues with efficient and effective manners. To reach to these stakeholders’ state and district level highly trained and professional experts will be created by the specialized child protection institute through different kind of short and long terms courses and capacity building programmes on regular basis.
Purpose of the assignment
The purpose of this assignment is to conduct a study / survey aimed at identifying and addressing satisfaction level of Employees Residing in Government Quarters of Police Department and to ascertain Child Friendliness of Residential Areas in various districts of Rajasthan. The consultant will be expected to design, develop, and manage survey / study in coordination with RPHCCL and CCP, SPUP. The key deliverables of the Consultant –Research are as under:
1. To conduct a study /survey on Satisfaction level of Employees Residing in Government Quarters of Police Department in Rajasthan and to ascertain Child Friendliness of Residential Areas.
2. Design questionnaires; collate data from different sources/ field, and analysis of data and prepare final complete report.
3. Prepare case studies on Satisfaction level of Employees Residing in Government Quarters of Police Department in Rajasthan and to ascertain Child Friendliness of Residential Areas.
4. Write the consolidated study/ survey report. Review the report and ensure its ‘ready to print version’, in consultation with MD, RPHCCL and Director, CCP.
5. Prepare minutes of Meetings and Workshops conducted for research study purpose.
6. Regular consultations with the Director-CCP and MD, RPHCCL for effective functioning of this study.
7. To facilitate and participate, whenever necessary in national, regional and state meetings and workshops.
8. Submit weekly & monthly reports pertaining to the progress of research study/ survey and the final report at the end of consultancy assignment.
9. Undertake other responsibilities not outlined above, but related with the said assignment.
10. Any other task assigned by Director, CCP.
Duty station
Office of the Managing Director, Rajasthan Police Housing & Construction Corporation Ltd. (RPHCCL), Police Headquarters, Lalkothi, Jaipur, Rajasthan with travel to other districts of Rajasthan, if required.
Duration of consultancy
Six months from the date of joining/ signing of agreement.
Estimated cost of consultancy
Consultant fess Rs 60,000 pm * 6 Months = 3,60,000 /-. Within city travel, no extra travel allowance will be given. In special case, prior approval from centre authority will be required. For fieldwork related to the study (outstation), TA/ DA/ Local travel will be reimbursed to the consultant as per the Government of Rajasthan entitlements (As per rates admissible to Government employees in the similar pay scale).
Supervisor
Director, Centre for Child Protection, Sardar Patel University of Police, or any person nominated by Director, CCP.
Qualification or specialized knowledge/experience required for the assignment:
1. Candidate should have Masters in relevant field of Social Sciences such as Statistics, Economics, Sociology, Social Work, Public Administration, Management, Psychology and Law. Ph. D. holders or pursuing it, and those having papers published on relevant subjects will be preferred.
2. At least five years experience in research, field survey, advanced statistical analysis and documentation.
3. Extensive experience with statistical software (e.g. SPSS, STATA).
4. Strong analytical and documentation skills with the ability to organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
5. Experience with electronic data capture methods.
6. Excellent verbal and written communication skills, documentation skills, taking initiatives.
